Are the new low rating (0-120) handicap qualifiers open to novices as well as open horses?

My horse General Kutuzov should be eligible for race 33, he ran in 2.5m novice chase and has a rating of 110, but he is not showing up.

That would suggest that the new qualifiers are considered to be graded handicaps as novices are allowed in all non-graded handicaps. It's not a big problem I just wanted it clarified in case it was a glitch.

I am having the same issue with race 32.

I am trying to enter Letton who ran over 2 miles in week 1 and is rated 92.

Letton is not eligible as race 32 is for novices although will verify with Gray that this is the case
