On race days when i click on paddock view it says that i 'must hire more staff (via finance page)'

But on clicking on the finance page there isnt an option to do this

Please could someone explain

On your main Stable/Home menu screen in the upper right is your stables details box(The box that shows your farm). In the upper left of that box is a white "I". Click that and you will find the options you seek. It's called stable settings - put all on high and hire Paddock/Start help. If you are dirt poor you can just pick Paddock/Start help.
