Does the order of the courses in the courses.dat mean anything? Does it mean that the courses higher up on the list will get more generic meets than those at the bottom? Or something else?
And I know about the different surfaces, I am not asking about that. Just the order of the courses in one of those tags.

From what I can tell the the generic meets are run by the order in the course file. I always list my courses alphabetically in the dat file and the generic meets show up in that same order in game. I think night meets and the feature race meets may mess with the order too. Not entirely sure.

Alright thanks. That's what I was thinking but I have so many feature races in my game that it's hard to see if that's what was happening. Thanks!
