Apologies if this has already been covered but I need somebody to explain the potential bar for me.

I understood it as the lighter green to be the absolute potential that a horse could reach (a bit like Potential Ability in Football manager) and the darker green to be the current ability of the horse. Is this right? If not could somebody give me a clearer explanation in the most simplest terms please?

Pretty much correct yes.

Do not expect a horse to run full to its potential though, even if it is full.

Some horses just do not perform as well as you think they should, so be wary when assessing purely by the bars..
